The Documentation refers to the Eclipse Plugin ABAP Development Tools. It looks like you are using the ABAP Workbench with the SAP GUI. Unfortunately these options are not available there.

No the documentation is from ABAP SAPGUI. No mention of eclipse.It looks like that SAP actually removed the refactoring tools in 7.40 forcing people to use eclipsefor advanced features. Net outcome is...

I speculate, it actually has something to do with the Basis fork, Why SAP ERP 6.0 EHP6 contains SAP BASIS 7.31:Not everything available in the codeline ending with 7.30 was merged into 7.31 codeline...

That seems to be the case. Fortunately, I access my 7.40 systems via Eclipse.

Answer for now is that in ABAP refactoring remains a basically unsupported tool. In eclipse the process works quiet well.   Go to the trouble to install is all i can say to all ABAP devs.
